topic Xperia X8 sometimes doesn't respond to its charger even though the charger is plugged to power in Other/General

Why does my Sony Xperia X8 cell phone sometimes not charge when I connect the charger to it? Further, why,... whenever this happens,... the same phone starts charging when I switch it off and then turn it on again and then connect the charger to it???

From the nature of the problem, this seems to me to be an issue caused by some software running on the phone that doesn't start by default at the system startup. If this guess is true, then my basic concern is this: Can I somehow identify that software? So that I kill that process without switching off the phone. I must admit I don't know how to kill processes in android but I do that frequently in Linux.
