it's not, if the Xperia Arc (2011 Flagship phone) is not getting JB don't expect the rest of the 2011 Xperias to get JB, sad but true

NO JELLY BEAN FOR ANY 2011 MODELS OF SONY AS SAID BY SONY OFFICIALLY ON THE BLOG.

EACH XPERIA 2011 Is capable of running JB if XPEIRA J and Newly annouced Xperia E can.

But SONY denies it after some testing of JB on 2011 models(SONY lie).

The Xperia E and J has almost same specification or lower specs than 2011 lineUp .

indeed, there is NOT a minimum hardware requirements to run Android, you can read about it here
