    <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;Hi,&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;About an hour after I updated my Arc S with ICS, the top right corner of my phone started displaying a scrolling message bar.
