I'm not quite sure that I understand your question. When you receive a call, do you not hear the ring tone or are you not able to receive calls at all? If you can't receive calls at all, are you able to place to calls?

I would recommend that you try with a different SIM card in your device, if you can borrow one from a friend, family member or a colleague or get in touch with your operator and ask them to send you a new one.
